It was named after the Libra tribe who had resided on Kobol, though its citizens may not have been affiliated with that tribe. Together with Aquaria, Libran was one of only two of the Twelve Worlds without a fixed capital. Its neutral and undeveloped character made it the chosen seat of the Inter-Colonial Court, which settled disputes among the colonies.
History#
Libran remained underdeveloped for much of its existence. Some two hundred years before the Cylon War, Caprica made efforts to create a Colonial Government, and because of its undeveloped and neutral nature Libran was selected to host the Inter-Colonial Court. The court was established in Themis, the planet's only major settlement, which served as its de facto capital despite the absence of any legal capital on the world. From there the court settled disputes between the Twelve Worlds, lending the colony its reputation as "The Colony of Justice."
Geography#
Libran was known for its dense jungle environment. A stormy climate made it an unpopular choice for colonization, and development on the world was accordingly limited. Its patron god was Athena.

The Supreme Hall of Justice and the Themis Arena were among the planet's notable sites. The Grand Library of Libran was an architectural landmark of the colony.
