It was named after the Libra tribe who had resided on Kobol, though its citizens may not have been affiliated with that tribe. Together with Aquaria, Libran was one of only two of the Twelve Worlds without a fixed capital. History#
Libran remained underdeveloped for much of its existence. Some two hundred years before the Cylon War, Caprica made efforts to create a Colonial Government, and because of its undeveloped and neutral nature Libran was selected to host the Inter-Colonial Court. The court was established in Themis, the planet's only major settlement, which served as its de facto capital despite the absence of any legal capital on the world.
