The electrified chains were a tool of Toa Mahri Hewkii, laced with lightning strong enough to stun a Takea shark. He used one to bring down the giant Gadunka.

Construction and origin#
When the Kanohi Ignika transformed the Toa Inika into the Toa Mahri, their Toa Tools were transformed as well. (BIONICLE: Makuta's Guide to the Universe)
The books aren't fully consistent on this. Prisoners of the Pit says the Toa's original tools were lost when they changed, and the new ones then turn up in their possession without explanation; Makuta's Guide to the Universe treats them as the old tools transformed. The chains' big moment came against Gadunka, a Rahi enlarged to giant size. Hewkii thrust his aqua warblade into its mouth to stop it biting, then used one of the electrified chains to subdue and defeat it, though Gadunka snapped one of the chains in the fight.
