The Overseer was a senior official in EarthGov's Department of Homeworld Security who held responsibility for the security of the government's Marker research and replication programs in the 26th century. He worked above figures such as Director Hans Tiedemann and the researcher Foster Edgars, and he directed the campaign to conceal the truth of the Aegis VII and USG Ishimura disasters from the public.

The Marker project#

The Overseer stood near the top of EarthGov's secret effort to study and reproduce the Markers. A tag on his uniform identified him as holding Omega Clearance within the Department of Homeworld Security, and he gave orders to the senior staff who ran the project's individual sites. Among those under him were Director Hans Tiedemann, who managed the Marker work on Titan Station, and the Project Telomere researcher Foster Edgars.

He was seen aboard the USM Abraxis speaking with the Lead Interrogator, referring to Nolan Stross as the project's specialist on the Markers. To hasten the gathering of information from the four survivors of the USG O'Bannon, he authorized the use of enhanced interrogation techniques.

The cover up#

When the recovery operation reached Titan Station, the Overseer attempted to bring the survivor Isabel Cho into the project and have her help construct a cover story for what had happened aboard the O'Bannon, the USG Ishimura, and the Aegis VII Colony. Cho refused. In answer he had her lobotomized and turned her into a scapegoat, and the official reports declared that she had led a terrorist attack on all three sites and had been taken into custody to await sentencing. He was later seen with Foster Edgars as Stross was brought into the station.

Titan Station and Site 12#

During the Necromorph outbreak that overran Titan Station, the Overseer sent a text message to Hans Tiedemann expressing his disappointment at Tiedemann's decision to evacuate the station's civilians, a move that broke the project's protocols, and he promised retribution for authorizing it. After the station was destroyed, he was heard speaking with a recon team that was surveying the ruins, calling the wreck Marker Site 12 and stating that the other Marker test sites would now have to pick up the pieces. His own fate after the loss of the Site 12 Marker was never shown.
