Normally only the leader of the Brotherhood ever did. Institutional shape and standing rules#

When a Convocation was called, all the Makuta assembled on Destral. In the early days that was easy enough: the fortress had only recently been built, and all the Makuta were based there, working mainly on creating RahiRahiThe Rahi were the biomechanical wildlife of the Matoran Universe, built largely by the Brotherhood of Makuta, ranging from background fauna to engineered war beasts.. The decisive Convocation#

The Convocation that set the course of the BrotherhoodThe Brotherhood of MakutaAn organization of Makuta created by Mata Nui to build Rahi and keep order in his universe, later seized by Teridax and turned into the instrument of the Plan that overthrew the Great Spirit. came soon after MutranMutranMutran is a Makuta of the Brotherhood of Makuta who serves as the Makuta of Voya Nui and is among the most prolific Rahi creators within the organization. Hailing from the Southern Islands, he wears the Great Shelek and commands the powers of Shadow and Silence alongside the full range of Kraata abilities, wielding a Shadow Blade, Shadow Spear, and Tridax Pod in combat. returned from the island of Tren KromTren KromThe first purely organic creation of the Great Beings, exiled to a stone island after surrendering the core of the Matoran Universe to Mata Nui. with what he had learned about how the universe worked. Teridax listened to his report without comment. Then he demanded a Convocation, and he didn't bother to ask Miserix's permission first. VamprahVamprahVamprah hunted in absolute silence, but silence wasn't enough when Tahu outmaneuvered him in the swamp. and KrikaKrikaThe cautious Mistika leader who survived by never taking unnecessary risks, until Teridax's Plan forced his hand. kept quiet. MiserixMiserixThe deposed Makuta leader clawed back from exile to hunt the brother who stole his throne. saw it for what it was, a naked bid for the leadership. He blasted Teridax halfway through the wall with shadow energy and called the Plan treason, and worse than treason, stupidity. Teridax hit back, slamming Miserix into the walls and pinning his staff to the leader's throat, until Miserix sent a surge of lightning up the staff and threw him off. The vote and the verdict#

The vote was taken by the Makuta physically crossing the room. Gorast and Bitil went to Teridax's side first. VamprahVamprahVamprah hunted in absolute silence, but silence wasn't enough when Tahu outmaneuvered him in the swamp., AntrozAntrozMakuta commander who led the Phantoka assault on Karda Nui and pilot of the Jetrax T6, ultimately outmaneuvered by Kopaka's superior strategy., ChiroxChiroxA Makuta of the Brotherhood who questioned Teridax's plans before being sent to Karda Nui. and SpiriahSpiriahA Brotherhood Makuta exiled for a failed experiment who briefly controlled an outcast strike team before his death by absorption. followed. Mutran hesitated, but knew better than anyone that the Plan could work, and joined them. Others did too, with KrikaKrikaThe cautious Mistika leader who survived by never taking unnecessary risks, until Teridax's Plan forced his hand. and IcaraxIcaraxHe thought scheming was for the weak and said so out loud, so the canon made sure the thing that finally killed him was a scheme. the last to cross. Only a small number of Makuta sided with MiserixMiserixThe deposed Makuta leader clawed back from exile to hunt the brother who stole his throne., and seeing they were outnumbered, they moved, somewhat reluctantly, to Teridax's side. Miserix was left alone. Teridax claimed leadership of the Brotherhood through the will of the Convocation, declared that the Plan would go forward, and as his first act sentenced Miserix to death. Miserix warned the others that they were suicidal fools and that Teridax would lead them only to their deaths, and swore that one day he would be avenged. Teridax had already lost interest and was huddled with Chirox and Mutran, planning how to strike at the Great Spirit. (The Mutran Chronicles)

Krika, Spiriah, and the executions#

Teridax named KrikaKrikaThe cautious Mistika leader who survived by never taking unnecessary risks, until Teridax's Plan forced his hand. and SpiriahSpiriahA Brotherhood Makuta exiled for a failed experiment who briefly controlled an outcast strike team before his death by absorption. to carry out the sentence. Wary of Miserix's habit of turning into nasty reptilian creatures, they moved in quickly and hauled him out of the chamber. Mutran never saw him again. (The Mutran Chronicles)

Over the next year, GorastGorastA Makuta defined by rage and ruthlessness, Gorast conquered the Visorak and became Teridax's most devoted enforcer. and IcaraxIcaraxHe thought scheming was for the weak and said so out loud, so the canon made sure the thing that finally killed him was a scheme. tracked down and killed all the Makuta who had stood by Miserix's side. Teridax ordered their masks nailed to the wall of the Convocation Chamber as a warning to anyone else who might consider rebellion. One mask was missing from the wall, though: Miserix's own, and Mutran was left wondering what Krika had done with it. (The Mutran Chronicles)

The answer came much later. Miserix had never been executed. A team led by Brutaka found him alive on the island of ArtidaxArtidaxArtidax was a volcanic island in the southern islands where Makuta Krika imprisoned Miserix instead of killing him, and where the Visorak horde later met its end., chained inside a vast chamber in the form of a huge dragon-like beast, and the first thing he did on spotting Spiriah was kill him for his betrayal. The chamber on the floor plan#

The Convocation Chamber was one room among many in the Destral FortressDestral FortressDestral Fortress was the Brotherhood of Makuta's headquarters, covering most of the island of Destral, until the Order of Mata Nui stormed it in the Destiny War., which covered most of the island and held workshops, laboratories, armouries, prison cells, interrogation chambers, living quarters for the Makuta and a library of forbidden knowledge. No later Convocation ever undid what that one had done. Teridax stayed leader of the Brotherhood, and Krika, one of the last to cross the floor that day, later admitted that there had been a time, back when Miserix led them, when the Brotherhood stood for something.
