What Happened to Lucy MacLean's Mother?
Lucy MacLean grew up believing her mother died in Vault 33. The truth, told in the season 1 finale of the Fallout TV series, is far worse: Rose MacLean ran away, Hank came after her, and Lucy finally finds her as a ghoul. Here is the whole story.
Lucy MacLean's mother, Rose, didn't die in Vault 33 as Lucy was told. She discovered that people were living on the surface, ran away with Lucy and her brother Norm to Shady Sands, and refused to come home. Her husband Hank took the children back and then destroyed the city with a nuclear bomb. Rose survived as a ghoul, and in the season 1 finale Lucy finds her chained up at Griffith Observatory and shoots her to end her suffering. (Fallout, "The Beginning")
The story Lucy grew up with#
Inside Vault 33, Rose was simply gone. Lucy tells the Ghoul her mother starved in the "Great Plague of '77", when quarantine stopped the vault working its farms together, and that her father dropped to 128 pounds. Back in the vault, Norm asks Betty Pearson what happened to their mother's Pip-Boy. Betty says it was buried with her, and that she and Hank buried Rose themselves. Both stories are cover. Norm has already found that Vault 32's door was opened from outside with Rose's Pip-Boy, which means it was never in a grave. Lucy's few real memories are of a mother who made things feel real, like playing under the big light on the vault's farm and believing it was the sun. (Fallout, "The Ghouls"; Fallout, "The Past")
What Rose actually did#
At Griffith Observatory, Lee Moldaver tells Lucy the truth in front of Hank. "Rose was so clever," she says. Rose discovered that something was siphoning the vault's water away, and from that one clue worked out that civilisation might have returned to the surface. When she told her husband, he called it ridiculous and told her to tell no one. That's when she realised the Overseer was hiding things. (Fallout, "The Beginning")
So she ran, like Lucy did, and took her children with her. She found Shady Sands, the capital of the New California Republic, which Moldaver describes as everything the vaults had promised to be. Then Hank came after her. When she wouldn't come home, he took the children and burned the city to the ground. "That's how Vault-Tec deals with competition," Moldaver says. (Fallout, "The Beginning")

What Lucy finds at the observatory#
Rose didn't die in the blast. By 2296 she's a feral ghoul, chained at a table beside Moldaver, who has kept her alive all these years. Lucy asks what happened to her mother, and Moldaver answers that she thinks Lucy already knows. The ghoul says Lucy's name. After forcing Hank to give up the code Moldaver wants, Lucy shoots Rose to end her suffering. (Fallout, "The Beginning")
Moldaver, mortally wounded in the Brotherhood's attack, makes it back to the reactor, switches it on and sits beside Rose to tell her they did it. (Fallout, "The Beginning")
Season 2 fills in the bombing#
Season 2's "The Golden Rule" shows Shady Sands being destroyed, through the eyes of a young Maximus, with the bomb carried in by a caravan trader under Hank's control. The same episode cuts to a young Lucy asking her dad to read to her, then asking when Mom is coming back. Later in the season Lucy captures Hank and tells him she's taking him back to Vault 33 to face justice for murdering the citizens of Shady Sands. When did it happen?#
The show never puts a year on screen. The Vault 4 classroom chalkboard lists the fall of Shady Sands in 2277, which lines up with Lucy's "plague of '77". Todd Howard told IGN that everything in the earlier games happened and that "the bombs fall just after the events of New Vegas", which is set in 2281. Fans infer the bombing came around 2283 from the ages in the pilot script, and in "The Profligate" the Ghoul calls it over 20 years ago. Interpretation: one reading is that 2277 marks when the fall began, with Rose's flight and Hank's grudge, rather than the bomb itself, but the show doesn't say so.
