Sloane Kelly was the leader of the Outcasts, the criminal faction that seized Kadara Port in the Heleus Cluster of the Andromeda galaxy. A former Alliance soldier and Nexus security chief, she was exiled after the Nexus uprising and carved out a brutal fiefdom on Kadara through force of will.

From the Alliance to the Nexus#
Before joining the Andromeda Initiative, Sloane served in the Systems Alliance and took part in the Skyllian Blitz. She was discharged after punching a superior officer over what she called bureaucratic nonsense. Some of the Initiative's senior leadership had reservations about her temper, but Jien Garson was impressed by her passion, her frank manner, and her resourcefulness, and brought her on as head of security aboard the Nexus, the headquarters station the Initiative would establish in the Heleus Cluster.
The Nexus uprising and exile#
When the Nexus uprising broke out, Sloane and the new Initiative Director, Jarun Tann, had a falling out. She sympathized with the rebels and was firmly against turning the krogan loose on the mutineers. While she was still negotiating with the rebellion, Tann went behind her back to strike a deal with Clan Nakmor to put the insurrection down by force, and Sloane took the betrayal personally. She switched sides and joined the rebellion, but the movement soon crumbled after the assassination of its leader, Calix Corvannis, leaving her to speak for the remaining mutineers. Director Tann offered them a choice between returning to cryostasis and exile to the hostile planets of the cluster. Sloane and the others chose exile.
Ruler of Kadara Port#
Many of the exiled outlaws eventually found the planet Kadara. Sloane drew a following from among them, named her faction the Outcasts, and drove the local kett forces out of Kadara Port. From then on the Outcasts were the ruling power on Kadara, raiding the Initiative's convoys, transports, and scouting teams for supplies and equipment.
Sloane governed Kadara Port with an iron fist and an open willingness to make examples of her enemies. Captured kett were publicly executed, and dissidents had their heads mounted on spikes as warnings. The local angara accepted her rule because she had freed them from the kett, and she kept them placated with celebrations and gestures, though in truth she prioritized the Outcasts above all. Her second in command was the turian Kaetus. By the time the Pathfinder arrived, a rival faction called the Collective had already begun to undermine her hold on the port.
The duel for Kadara#
The Collective grew into a grave threat when its agents turned some of Sloane's own people and used them to beat Kaetus and deliver a message: their hidden leader, the Charlatan, wished to meet and settle matters once and for all in a duel that would decide who controlled Kadara Port. With her own Outcasts compromised, Sloane trusted only the Pathfinder to act as her second at the appointed cave on Draullir.
How the duel ended depended on the Pathfinder. Left to stand alone, Sloane was shot in the back by a Collective sniper and died realizing the Charlatan had set her up, her body carried away while Kaetus swore vengeance from a cell. Saved at the critical moment, she shot the pistol from the Charlatan's hand, though her enemy escaped, and she went on to reinforce the Outcasts' rule, purge known Collective sympathizers, and grudgingly permit an Initiative outpost on Kadara so long as it paid for protection. In that event she later honored her word, lending aid in the final battle for Meridian.
