How Did Leon Kennedy Become a Government Agent?

Leon became a government agent because he had no real choice. After he escaped Raccoon City with Sherry Birkin, the US government offered him a deal: work for them, and Sherry would be kept safe. Here is how the games tell it.

Leon S. Kennedy became a government agent because the US government made him an offer he couldn't refuse. When he and Sherry Birkin were picked up after escaping Raccoon City in 1998, Sherry was held as a research subject, and Leon was told that if he kept quiet and came to work for them, she would be protected. He agreed, trained as a special agent, and has worked for the government ever since. (Resident Evil 3: Nemesis; Resident Evil 6)

The night it started#

Leon's police career lasted a few hours. He arrived in Raccoon City for his first day with the Raccoon City Police Department in September 1998, after the t-Virus had already overrun the streets. He met Claire Redfield, lost and found her again, crossed paths with the spy Ada Wong, and fought his way down to Umbrella's underground lab, where the G-Virus had been made. He escaped with Claire and Sherry, the daughter of the virus's creator, William Birkin. (Resident Evil 2 (1998))

He had seen too much. He'd been inside Umbrella's secret lab, knew what had been made there, and was walking out with a child the government badly wanted. (Resident Evil 2 (1998); Resident Evil 6)

The deal#

US forces took Leon and Sherry into custody soon after the escape. Resident Evil 3: Nemesis, released a year later, includes an epilogue file showing the moment. Leon faces a man who says he works for the US government. "Leave Sherry alone. She is innocent," Leon tells him. The man answers that she knows too much, but that Leon has value, and puts a deal in front of him. Leon closes his eyes and gives his answer. (Resident Evil 3: Nemesis)

Resident Evil 6 fills in the rest. Sherry was kept as a research subject because of the G-Virus in her body. Leon accepted the offer: say nothing, join a new government unit formed to fight Umbrella, and Sherry would be protected. That bargain is still in the background in Resident Evil 6, where Sherry is a government agent herself. (Resident Evil 6)

The man who picked him was Adam Benford. A Resident Evil 6 file explains that Benford was a senior government official when he handpicked Leon, that both men wanted to root out bioterrorism after Raccoon City, and that they grew close over roughly ten years of fighting it together. Training and first missions#

Leon trained as a special agent. In December 1998, when Claire was captured by Umbrella in Europe, it was Leon who passed her message on to her brother, Chris Redfield. (Resident Evil CODE: Veronica)

In 2002 he was sent to a South American country with Jack Krauser, an Army special forces veteran, to stop drug lord Javier Hidalgo using Umbrella bioweapons. The Darkside Chronicles tells that mission. (Resident Evil: The Darkside Chronicles)

By 2004 he was trusted enough to be sent alone to Spain to rescue Ashley Graham, the President's daughter, after she was kidnapped by a cult. The 2023 remake of Resident Evil 4 opens with Leon looking back on it himself. He says he was "asked" to join a top-secret government program after Raccoon City, and adds: "Not that I had a choice." The DSO#

Benford went on to become President, and the government's fight against bioterrorism was reorganised under him. By 2013 Leon was an agent of the Division of Security Operations, the agency answering to the White House. That's why he was at Benford's side in Tall Oaks when the C-Virus was released, and why it fell to Leon to shoot his infected friend. (Resident Evil 6)

He's still a DSO agent 28 years after Raccoon City, in Resident Evil Requiem, with Sherry working as his handler. (Resident Evil Requiem)
