Resident Evil Outbreak Story Explained: the Eight Survivors and Requiem's Connection

The story of Resident Evil Outbreak and Outbreak File #2, the two online spin-offs about ordinary people trying to get out of Raccoon City in 1998. Here are all ten scenarios, the eight survivors, why nobody knows who canonically survived, and how Resident Evil Requiem made Alyssa Ashcroft matter again.

Resident Evil Outbreak (2003) and Resident Evil Outbreak: File #2 (2004) are the two PlayStation 2 spin-offs that tell the fall of Raccoon City through the eyes of eight ordinary citizens instead of police officers or special forces. The story starts at J's Bar on the night the t-Virus reaches downtown and ends with the last survivors running for the city limits before the missile strike, across ten scenarios that run alongside Resident Evil 2 and Resident Evil 3. Both games were built around online co-op for four players, and the story is told in loose, overlapping chunks. They mattered little to the main series until Resident Evil Requiem made one survivor, the reporter Alyssa Ashcroft, the mother of its heroine. This page has full spoilers for all three games. Before the story begins#

In late September 1998 the t-Virus escaped Umbrella's labs beneath Raccoon City and spread through the city, the same disaster Leon S. Kennedy and Claire Redfield walk into in Resident Evil 2. The police were overwhelmed, the army sealed the roads, and the government ended it on 1 October by destroying the city with a missile. The eight survivors were strangers sharing a bar when it started:

  • Kevin Ryman, a Raccoon police officer. (Resident Evil Outbreak)
  • Mark Wilkins, a security guard and Vietnam veteran. (Resident Evil Outbreak)
  • Jim Chapman, a subway worker. (Resident Evil Outbreak)
  • George Hamilton, a surgeon at Raccoon General Hospital. (Resident Evil Outbreak)
  • David King, a plumber who doesn't say much. (Resident Evil Outbreak)
  • Alyssa Ashcroft, a reporter for a local paper. (Resident Evil Outbreak)
  • Yoko Suzuki, a university student who used to work for Umbrella. (Resident Evil Outbreak)
  • Cindy Lennox, a waitress at J's Bar. (Resident Evil Outbreak)

Outbreak: the first five scenarios#

Outbreak. It was an ordinary night at J's Bar until a staggering customer bit the cook and a crowd of the infected broke in. The survivors climbed to the roof, crossed into the next building and reached streets already in chaos. A dying police officer told them how to blow up a fuel tanker to stop the horde, and they ended up helping the police finish an operation to bomb a street full of zombies. (Resident Evil Outbreak)

Below Freezing Point. Yoko led a group into an Umbrella research lab under the city, looking for a way out. A researcher there, Monica, turned out to be an old colleague of Yoko's, stole her ID card and ran with an attaché case. The lab was frozen and full of Hunters held in ice. Monica had been carrying a sample linked to the G-virus, and a creature burst from her body as the survivors escaped on a lift. (Resident Evil Outbreak)

The Hive. Survivors sheltering in Raccoon General Hospital found it overrun by leeches that could gather into a human shape. The scenario ends in the sewers beneath, against the queen of the colony. (Resident Evil Outbreak)

Hellfire. Cut off by zombies, the group ducked into the Apple Inn, a hotel already on fire and crawling with Lickers. They had to get through the burning building before it came down on them. (Resident Evil Outbreak)

Decisions, Decisions. In the city's last hours George went to Raccoon University to help a friend, Peter Jenkins, and found him shot dead. Peter's notes described Daylight, an antiviral that could clear the t-Virus from the body. The survivors gathered its ingredients while dodging Thanatos, an experimental Tyrant made by the Umbrella researcher Greg Mueller. Greg was shot by Nikolai, the Umbrella mercenary from Resident Evil 3, who then blew up the campus. The survivors beat the mutated Thanatos in the courtyard and escaped by helicopter as the city was bombed. (Resident Evil Outbreak; Resident Evil 3: Nemesis)

File #2: five more ways out#

File #2 replays the same days from new angles. It doesn't continue straight on from the first game's finale. (Resident Evil Outbreak: File #2)

Wild Things. Cindy led a group through the abandoned Raccoon Zoo towards a tram station, chased by a rampaging infected elephant and other escaped animals. (Resident Evil Outbreak: File #2)

Underbelly. Jim took survivors into a subway station, where they got a train running again while fighting giant mutated fleas. The train only got them as far as blocked tracks near the Arklay Mountains. (Resident Evil Outbreak: File #2)

Flashback. Lost in the mountains, the group met an old man who led them to an abandoned hospital overgrown by a huge plant he called Dorothy, his dead wife's name. The old man became a masked killer with an axe. For Alyssa, the hospital stirred buried memories: she had been there years before with another reporter, chasing a story about illegal drug trials. Desperate Times. At the Raccoon City Police Department, Lieutenant Marvin Branagh and the last officers held out against a horde at the gates. A small officer, Rita, crawled out through a tunnel to fetch help, and the survivors kept the station standing until a van arrived. Marvin, already wounded, stayed behind, which is where Leon and Claire find him in Resident Evil 2. (Resident Evil Outbreak: File #2; Resident Evil 2)

End of the Road. On 1 October, the last day, the survivors met Linda, an Umbrella researcher trying to recover an antiviral drug before the helicopter waiting for her left. They fought through an Umbrella facility, a Tyrant and the sewers. The ending depends on choices: they could reach the helicopter, with or without Linda, or take an army truck over the highway after a creature called Nyx escapes. The ending explained: who survived?#

Outbreak doesn't have one ending. Each scenario has several, and each character has their own epilogue depending on how they finish. Any of the eight can be played in any scenario, so the games never say which survivors were really at the zoo, the university or the final escape, or who made it out. That's the canon question fans have argued about for twenty years. The scenarios themselves fit into the timeline, and some tie straight into the main games: Marvin's last stand leads into Resident Evil 2, Nikolai's double-dealing matches Resident Evil 3, and End of the Road finishes as the missile falls. Alyssa's File #2 epilogues show her as the reporter she was, set on exposing Umbrella in print. Requiem goes further and makes it fact for her: she got out of Raccoon City alive. (Resident Evil Outbreak: File #2; Resident Evil Requiem)

Alyssa Ashcroft and why Requiem made her matter#

In Resident Evil Requiem, Alyssa is the mother of Grace Ashcroft. After Raccoon City she kept working as an investigative journalist, and years after Umbrella fell she recorded interviews with its founder, Oswell E. Spencer, by then old and full of regret. Spencer had taken in a baby girl, Grace, and he entrusted her to Alyssa, who raised her as her own. (Resident Evil Requiem)

In 2018 Alyssa was murdered at the Wrenwood Hotel, near the ruins of Raccoon City, and Requiem shows that night in a flashback. Eight years later Grace, now an FBI analyst, went back to the hotel and found the disc her mother had hidden there. Those recordings decide the game. They prove Grace isn't the clone the villains think she is, and they tell her what Spencer wanted for Elpis: hope. (Resident Evil Requiem)

Requiem's producer, Masato Kumazawa, told Stevivor the team chose Alyssa because she was simply a victim of the Raccoon City incident with a clear aim and motive, which made her easy to bring in. He also said players who never played Outbreak or File #2 could enjoy Requiem just as much as those who had, and called the two games an important part of the series' history.
