Toa Power isn't the same as elemental control, and that distinction matters more than most fans realize. The Nature and Cost#

Toa Power dwells within every Toa as something almost metaphysical. It's what lets them exist as Toa in the first place. But it's not unlimited. In fact, it's explicitly finite. When a Toa fulfills the reason they were chosen, they face a choice: retire and let their power fade into TuragaTuragaFormer Toa who fulfilled their destiny and transformed into leaders.
