Pacifica: Night City's Failed Resort District in Cyberpunk 2077
Pacifica was meant to be Night City's luxury beach resort. When the investors ran during the Unification War it became a lawless Combat Zone, ruled by the Voodoo Boys in the west and Kurt Hansen's Dogtown in the east.
Pacifica is the southern district of Night City that was supposed to be a playground for the rich and ended up as the city's most abandoned corner. In Cyberpunk 2077 it's a Combat Zone of unfinished hotels, empty malls and a giant stadium, with no police and barely any city services. The Voodoo Boys run its western half for the Haitian community that lives there, and Dogtown in the east is a walled state of its own. (Cyberpunk 2077)
Pacifica before the resort#
Pacifica has been on Night City's map since the tabletop days. In Cyberpunk 2020 it was one of the suburbs on the edge of the city, a long way from the towers of the Corporate Center. The 2077 version keeps the name and the location on the southern coast but has a very different story. (Cyberpunk 2020; Cyberpunk 2077)
The resort that never opened#
In the late 2050s and early 2060s, investors backed by the city council set out to turn Pacifica into Night City's answer to Las Vegas. Militech put the most money in, alongside companies such as EBM and Petrochem. The plan was luxury hotels, casinos, spas, an amusement park and a huge sports arena, protected by Militech security. Hundreds of labourers were brought in to build it, most of them from Haiti, which had been wrecked by climate disaster. The project had a scare along the way. A large explosion under a construction site in the eastern section, Serenisands, led the city to wall that area off, and the explanation given was a gas leak. Work carried on regardless. (Cyberpunk 2077: Phantom Liberty)
How the Unification War killed Pacifica#
The Unification War broke out in 2069, and Pacifica was the first thing Night City lost. As the NUSA's armies closed in from the south in 2070, investors feared the district would become a battlefield and pulled out every last eddie. Construction stopped for good, leaving concrete shells where the hotels should have been. (Cyberpunk 2077)
The Haitian workers didn't leave. They moved into the half-built buildings, and the Voodoo Boys rose to protect them, fighting off attempts to clear them out. In the east, a Militech unit fighting for the NUSA under Colonel Kurt Hansen held Serenisands, refused to go home after the war and turned it into his own fiefdom with the Barghest militia. The city tried to take Pacifica back and failed. Services were cut off, and in 2072 Voodoo Boys-led protests drove off a large NCPD task force. The local precinct was disbanded and the whole district was declared a Combat Zone. (Cyberpunk 2077; Cyberpunk: Edgerunners Mission Kit)
Pacifica in 2077#
By 2077 Pacifica is a world of its own, with its own rules, its own trade and its own Net. The Voodoo Boys act as leaders of the Haitian community in Coastview and West Wind Estate, and Kreyòl is heard everywhere. Scavengers prey on anyone careless enough to wander in with valuable implants, and the Animals boostergang holds the Grand Imperial Mall. (Cyberpunk 2077; The World of Cyberpunk 2077)
Politics hasn't helped. In 2077 Mayor Lucius Rhyne redesignated Pacifica as an "independent district", dropping it from the city's official boundaries. That quietly removed its crime from Night City's numbers, and Rhyne took credit for the drop in his re-election campaign. Meanwhile, Kang Tao has been eyeing Pacifica land for a new server facility. Pacifica in Cyberpunk 2077's story#
V comes to Pacifica looking for a way to reach Alt Cunningham. The Voodoo Boys' quests run through the district, from Placide's meeting to the job inside the Grand Imperial Mall and Brigitte's hideout beneath the old church.
