Dogtown: Kurt Hansen's Walled City in Cyberpunk 2077 Phantom Liberty
Dogtown is the walled-off corner of Pacifica that Colonel Kurt Hansen and his Barghest militia rule as a private state. It's the setting of Phantom Liberty, a lawless market town built on the shell of a failed luxury resort.
Dogtown is a walled-off district in the east of Pacifica, the abandoned resort zone in the south of Night City, and the setting of Cyberpunk 2077: Phantom Liberty. Night City's laws don't reach inside. It's ruled by Colonel Kurt Hansen and his Barghest militia, who turned the half-built shell of a luxury resort into a fortified market town that lives on guns, black market deals and whatever its residents can scrape together. From Serenisands to Dogtown#
Dogtown started as a dream of money. In the 2050s investors, with Militech leading the construction, poured cash into turning Pacifica into Night City's luxury playground. The eastern part was to be called Serenisands, crowned by the huge EBM Petrochem Stadium, with hotels and clubs such as the Eventide resort and the Heavy Hearts planned around it. Then something went wrong underground. A large explosion beneath a construction site stopped work, and the official investigation never named a cause. The city walled off the area, blaming a gas leak, and Militech built the wall. The truth, buried in the expansion's lore, is that Militech had built a network of secret labs and bunkers under Pacifica decades earlier, and rumour has it the blast broke into part of that network. Kurt Hansen and the birth of Dogtown#
The Unification War of 2069 and 2070 finished the resort. Investors fled as soon as it looked like the NUSA might invade Night City from the south. In 2070 Militech, fighting on the NUSA's side, moved troops into the walled sector to prepare an attack on Night City. The attack never came, and when Militech ordered a retreat, many of the soldiers stayed put. After the war, Colonel Kurt Hansen and his ex-Militech unit took the district for themselves. How Dogtown works#
Dogtown runs on trade. Hansen's black market, held in and around the stadium, deals in weapons and things that can't be sold anywhere else, and Night City's officials are in no hurry to deal with him. Life inside is split hard down the middle. Hansen and his inner circle live well, with parties at the Black Sapphire for his rich guests. Most residents live in the unfinished towers and markets below them, close to poverty, having come to Dogtown to escape their past and found a new boss instead of freedom. Dogtown in Phantom Liberty#
Dogtown is where the expansion's story happens. In 2077 Space Force One, carrying NUSA President Rosalind Myers, is brought down over Night City and crashes inside Dogtown. A netrunner called Songbird contacts V and promises a cure for the Relic in return for help getting Myers out alive. That opens the quest Dog Eat Dog and Dogtown itself. From there V works with FIA agent Solomon Reed and the fixer Mr. Hands, sneaks into Hansen's gala at the Black Sapphire and digs into the secret Militech facility beneath the district. Dogtown and the rest of Pacifica#
Dogtown sits beside Coastview and West Wind Estate, the parts of Pacifica held by the Voodoo Boys, and its main gate opens near the stadium. The two halves of Pacifica came out of the same collapse.
