Night City: History, Districts and Who Runs Cyberpunk's City of Dreams
Night City is the corporate-built city on the California coast where nearly all of Cyberpunk takes place. Founded by Richard Night as a crime-free utopia, it was taken over by the mob, nuked in 2023, rebuilt, and by 2077 runs as a Free City under Arasaka's shadow.
Night City is the fictional city on the coast of California where almost every Cyberpunk story takes place, from the 1988 tabletop game to Cyberpunk 2077 and Cyberpunk: Edgerunners. It was planned in the 1990s by the developer Richard Night as a clean, safe city run by corporations. It became the opposite: a sprawl of megacorp towers and gang-run slums, nuked during the Fourth Corporate War, rebuilt, and by 2077 an independent Free City sold to the world as "the City of Dreams". Richard Night and the founding of Night City#
Night City was born out of the collapse of the old United States. In the tabletop history, Richard Night was a successful developer who specialised in building huge projects fast. As the country fell apart in the 1990s, he planned a new kind of city: self-sufficient, defensible, run by corporations, and free of the crime and debt wrecking America's cities. Corporations were desperate for exactly that, and they lined up to fund him. (Night City sourcebook; Cyberpunk RED)
He found his site on the Central California coast. Morro Bay had become a ghost town after a massacre, and Night bought it cheaply. His partners hired Arasaka to clear out the gangs, and the area was rebranded as Del Coronado Bay, home of the new Coronado City. Night levelled hills to reshape the bay and split the city into themed neighbourhoods, each with its own architecture, around a gleaming corporate core. The weak spot was construction. Night's backers weren't builders, so the project relied on firms tied to West Coast organised crime, who'd invested expecting fat contracts and future rackets. Night's own building methods cut many of them out, and his promise of a crime-free city made them angrier. After years of threats and sabotage, Richard Night was shot dead in his penthouse in 1998. His killer was never caught, and the city council renamed Coronado City as Night City in his memory. (Night City sourcebook; Cyberpunk RED)
The mob years and the corporate takeover#
With Night gone, the mob bosses behind his murder ran his city. That lasted until business between them and the corporations soured and the corps took the city back. From then on the corps owned it in all but name. (Cyberpunk RED; Night City sourcebook)
That's the Night City of the first tabletop games. The original 1988 Cyberpunk, later called Cyberpunk 2013, introduced it as the default setting. Cyberpunk 2020 mapped it in detail: a Corporate Center of towers, a ring of neighbourhoods like Little China and Japantown, suburbs such as Heywood and Pacifica, and the Combat Zone, a lawless stretch where the city's poorest and most violent lived. The Fourth Corporate War and the 2023 bombing#
The city's worst day came on 20 August 2023. The Fourth Corporate War between Arasaka and Militech had spread across the world, and it reached Night City when strike teams hit Arasaka's downtown tower and a nuclear bomb went off inside it. The blast destroyed the city centre, killed huge numbers of people and left the core radioactive for years. (Cyberpunk RED; Cyberpunk 2077)
The two versions of that night differ. In the tabletop books it was a Militech-backed raid with Morgan Blackhand leading one team, the bomb was set by that operation, and Johnny Silverhand was killed by Adam Smasher. What followed is the Time of the Red, named for the red skies left by debris thrown into the atmosphere. Cyberpunk RED is set in 2045, in the middle of it. Night City is a patchwork of rebuilt districts, refugee camps and ruins, with the irradiated Hot Zone where downtown used to be. Arasaka has been expelled from North America, the NetWatch Net has collapsed after the DataKrash, and people are piecing the city back together street by street, helped by nomads such as the Aldecaldos. The Unification War and the Free City#
The next turning point was political. In 2069 the new NUSA president, Rosalind Myers, set out to bring the breakaway Free States back under federal rule, and the Unification War broke out. Night City, part of Northern California, tried to stay neutral, but a NUSA army closed in on it in 2070. Councilman Lucius Rhyne used his contacts to ask the exiled Arasaka for help, and an Arasaka supercarrier sailed into Del Coronado Bay. The NUSA force pulled back within hours. The war ended with the Treaty of Unification, signed at Arvin. Night City came out of it as a fully independent Free City, no longer part of Northern California, and Arasaka came back to stay, building a new tower downtown. The war also killed the Pacifica resort project and left part of it in the hands of a rogue colonel, which is how Dogtown began. Our Cyberpunk timeline puts every date in order. Night City's districts in 2077#
In Cyberpunk 2077 the city is split into six districts, with the Badlands outside them. (Cyberpunk 2077)
- City Center: the corporate showcase of Corporate Plaza and Downtown, home to Arasaka Tower and the most heavily guarded streets in the city. (Cyberpunk 2077)
- Watson: once wealthy, now "the bad neighbourhood", covering Little China, Kabuki, the Arasaka Waterfront and Northside, where Maelstrom rules. V starts the story here. (Cyberpunk 2077)
- Westbrook: the rich, fun side of town, with Japantown, Charter Hill and the corporate mansions of North Oak. The Tyger Claws run much of it. (Cyberpunk 2077)
- Heywood: from towers in the north to slums in the south. The Glen, Wellsprings and Vista del Rey are the home of the Valentinos and their rivals 6th Street. (Cyberpunk 2077)

Who runs Night City in 2077#
On paper, a mayor and city council run Night City. Lucius Rhyne, the man who invited Arasaka back, was mayor from 2070 until his sudden death in 2077, and by the time of Cyberpunk 2077 the race to replace him is between Deputy Mayor Weldon Holt and Councilman Jefferson Peralez. In practice the corporations hold the real power. They pay a tax rate of under one per cent, and Arasaka's military backing is what keeps the city independent. The NCPD handles crime in the parts of the city that matter to the corps and largely gives up on the rest. (Cyberpunk 2077; The World of Cyberpunk 2077)
Every district has its gangs, from the Tyger Claws in Japantown to Maelstrom in Watson. Beneath it all sits a population of millions chasing the city's promise that anyone can make it big. Some do.
