The Landsraad was the governing body that represented all the Great Houses of the Imperium. Overseen by the Padishah Emperor and ruled by its High Council, it provided a forum for trade, alliance, and the formal feud of kanly, and stood as a counterweight to the power of the Imperial House.

Function#
The Landsraad Council met regularly and provided a forum within which Great Houses could relate to one another, whether to negotiate trade agreements, create alliances, or conduct kanly, the formalized processes of vendetta or feud. It was also meant to protect the Great Houses from being singled out by the Imperial House and eliminated by it. In the case of House Atreides, however, that protection did not come into play at the House's destruction, owing to the jealousy and envy that other Houses bore toward the popularity of Duke Leto Atreides I. The Duke himself noted that the Landsraad disliked litigation that could complicate contractual negotiations in other spheres.
Governance#
The Landsraad was governed by the High Council, which presided over such issues as the forms of kanly and whether certain Houses should be banished for breach of the Great Convention. Motions were passed by a vote in which the Great Houses maintained the lion's share, the Imperial House held a powerful vote of its own, and the Minor Houses held a lesser vote. Even the Emperor had to answer to the High Council on some issues.
Military strength and later history#
In terms of military strength, were all the Great Houses to unite through the Landsraad, they would supposedly have been a match for the Imperial Sardaukar. Upon the ascendancy of House Atreides to the imperial throne, the Landsraad saw a reduction in its power, but the continuation of the Great Houses meant the body remained in place for at least several hundred years into the reign of Leto Atreides II, the God Emperor. The Great Houses continued to exist after the death of Leto II, even during the time the Lost Ones returned from the Scattering, though it is not recorded whether the Landsraad itself endured into that age.
