Axato
Axato is a Skull Creature from the island of Okoto who served as the leader of the Skull Creatures in the City of the Mask Makers. Armed with a spear, Axato possessed the ability to drain masks of their Elemental Powers and formerly wore a powerless Skull Mask.

Makuta later approached the Raiders, and under Axato they awaited orders to mobilize against the Okotans from their underground city.
Their isolation broke when Ekimu and the Toa came searching for two captured children, Ako and Oda, along with their captured comrade Lewa. A battle erupted in the city of the Skull Raiders. Gali confronted and challenged Axato to a duel, and her stand against the Raider commander served as the distraction that let the other Toa act. While Axato was occupied, the heroes and the Mask Maker freed Ako, Oda, and Lewa and collapsed the underground city atop the Skull Raiders.
