Kulta
Kulta was the leader of the Skull Creatures, a group native to the island of Okoto, and operated from the City of the Mask Makers. Armed with a Mask Stealer Staff and Hook Blade, he possessed the ability to drain masks of their Elemental Powers and once held both the powerless Skull Mask and the Mask of Creation.

Kulta was originally the leader of the Skull Raiders, a band of pirates who plagued Okoto until they were stopped by the Mask Makers and the Protectors. When the energies of the Mask of Ultimate Power were unleashed, Kulta and his compatriots were trapped beneath Okoto's surface, where they built a city in the depths before finding a way back to the surface and renewing their allegiance to Makuta. Acting on Makuta's influence to recover the Masks of Power, Kulta obtained the Mask of Creation and carried it to Ekimu's forge to be melted down. When the ToaToa (2001)Biomechanical heroes bonded to elemental powers and masks. Not born, but chosen and transformed. arrived, the Skull Grinder donned the Mask of Creation, and Ekimu directed the Toa to distract him while he searched for pieces to rebuild his hammer. Though outmatched, the Toa delayed Kulta long enough for Ekimu to complete the weapon and defeat him.
Kulta later escaped and resurfaced when the Toa came to rescue a pair of young villagers held by the Skull Raiders. He joined the ensuing battle against the heroes, only for Ekimu to defeat him a final time.
