What the mask does#

The mechanic is forced merging. Per the BS01 entry, the wearer of the Mask of Fusion can forcibly merge themself with one or more other beings into a single larger being. That phrasing is precise. The wearer is part of the fusion. This isn't a mask that fuses two other beings together at a distance. The wearer goes into the merged form along with whoever they're merging with.

Mental control is the next variable. The mask user usually maintains most of the mental control over the resulting fusion. Note "usually" and "most." Two qualifiers, both load-bearing. Strong minds can resist the merging entirely. And even a weak mind, once merged, can interfere with the wearer's control. So the mask doesn't guarantee a clean takeover even when the merge succeeds. The result is a contested headspace where the wearer is dominant but not absolute.

The application is narrow but real. The Mask of Fusion was not only useful for offensive forced-merging; it also had a defensive use as a stabilizer for a fusion already formed by other means. That gave the mask a tactical purpose beyond the simpler "merge with the enemy" reading that fan write-ups tend to default to.
