A smuggler was anyone who sold or transported contraband or controlled substances within the Imperium. Smugglers were common on Arrakis, where they dealt chiefly in the spice melange, and Duke Leto Atreides sought an accommodation with them after taking the fief.

Smugglers were common on Arrakis, where they worked the desert for spice beyond the reach of the official harvest and dealt with the Fremen. Under Harkonnen rule they kept out of sight. (Dune)
When House Atreides took over the Arrakis fief, Duke Leto Atreides chose to bring the smugglers inside his plans rather than fight them, letting them work in return for a tithe on their profits. Esmar Tuek, a known spice smuggler, was among the guests at the Duke's dinner in Arrakeen. (Dune)
Refuge after the fall of House Atreides#
When House Harkonnen attacked the Atreides in 10,191 AG, some of Duke Leto's men escaped by joining the smugglers, who took them in under Esmar Tuek's son, Staban. Among them was Gurney Halleck, the Atreides warmaster, with men under his command. Staying on Arrakis among the smugglers, they hoped one day to avenge their Duke, and Gurney was with them when he met Paul again. (Dune)

Melange

Gurney Halleck
Gurney Halleck was the Warmaster of House Atreides under Duke Leto and later his son Paul, and one of Paul's principal teachers. A warrior, minstrel, and implacable enemy of the Harkonnens, he served the Atreides line from Caladan to the reign of Leto II.
