Makuta directed Kulta to obtain the Mask of Creation, and the staff was the weapon in his hand when he seized it from the City of the Mask Makers. He carried the mask back to the Mask Makers' own forge intending to melt it down, where the Toa arrived to interrupt the work.
What happened in the combat at the forge?
The Skull Grinder put on the Mask of Creation and met the Toa as the supreme combatant, felling all six in a single engagement and damaging their Golden Masks. Ekimu rebuilt the Hammer of Power, fired Elemental Gatling blasts, and knocked the Mask of Creation from Kulta's face, causing him to collapse.
What happened to the Mask Stealer Staff in the end?
The staff was carried into the final duel at the underground city of the Skull Raiders, where Ekimu fought Kulta alone under terms that barred the Hammer of Power. Ekimu borrowed Onua's Earthquake Hammer and defeated the Skull Grinder, and the staff ended its working career with that duel.
